Attention International Students! The 2023 Canadian immigration invitation is about to start the “job orientation” lottery!

According to reports, Canadian immigration invitations will soon start the “job orientation” lottery. A spokesman for the federal Department of Immigration said the department planned to hold Express Entry “job targeting” draws in the first quarter of 2023 based on labor market needs .

“The department plans to consult widely with relevant stakeholders to prepare for Express Entry ‘ job orientation ‘ invitations under the legislation, with technical implementation in the first quarter of 2023,” the Department of Immigration said in an email .

The recently passed Bill C-19 allows the Minister of Immigration to invite Express Entry candidates based on criteria that support regional economic needs. For example, it allows IRCC to make Fast Track invitations based on candidates’ occupation, language or education rather than their Comprehensive Ranking System (CRS) scores.

The new legislation also stipulates that the immigration minister must participate in the public consultation process and report to Parliament annually on the details of the draw and economic targets.

Why change the fast track? 

Immigration Minister Sean Fraser explained in a recent interview that Express Entry does not allow the department to customize the invitation and conditions without changes.

“If there are a large number of applicants waiting in a particular pool that isn’t in high demand in Canada, the immigration system could bring in immigrants who don’t meet Canada’s economic needs,” Fraser said.

As we have seen throughout the pandemic, the Department of Immigration has demonstrated that it can invite as many candidates as it wants in the programs it wants.

A prominent example occurred on February 13, 2021, when Canada invited every Canadian Experience Class (CEC) candidate in the pool, which included more than 27,000 invitations.

Under the legislation at the time, the Department of Immigration was able to change its invitation strategy during the pandemic to invite Express Entry candidates on demand.

However, until Bill C-19 is approved, the Department of Immigration cannot invite Express Entry candidates based on their occupation, language ability or education. Although the PNP has more specific criteria for inviting candidates, the system itself has no such mechanism.

Fraser previously said the goal of Bill C-19 is to enable newcomers to succeed in the communities where they will live.

The all-category draw continues in parallel with the Career Orientation invitation.

On July 6, the Department of Immigration held its first all-category draw since December 2020. A total of 1,500 candidates were invited this time with a minimum score of 557. The next Express Entry draw is expected to take place on July 20.
