IRCC Bill C-3 Citizenship Review: What Applicants Need to Know
Immigration, Refugees and Citizenship Canada (IRCC) has completed its review of approximately 6,500 citizenship-by-descent applications submitted under Bill C-3. The department confirmed that finalization of pending applications is expected to resume soon.
The review began after IRCC identified 100 citizenship certificates issued under Bill C-3 with “potentially insufficient supporting documentation.” The situation raised concerns among applicants who had already received confirmation of their Canadian citizenship.
However, IRCC has clarified that the review was related to documentation concerns and did not change eligibility rules under Bill C-3.
IRCC Reinstates 33 Citizenship Certificates After Review
As part of the review process, IRCC assessed the documentation supporting citizenship certificates that had been flagged.
Of the 100 cases reviewed:
- 33 citizenship certificates have been reinstated after IRCC confirmed the applicants’ entitlement based on evidence already available on file.
- The remaining 67 cases are still being reviewed and applicants may either have their certificates reinstated or be contacted for additional information.
IRCC also confirmed that individuals whose certificates were suspended during the review period remained Canadian citizens and could continue working while their cases were being assessed.
Why Did IRCC Review Citizenship Certificates?
According to IRCC, unclear instructions about acceptable documentation contributed to the issue.
The department stated that guidance provided to applicants and officers regarding supporting documents may have resulted in some citizenship certificates being issued without sufficient evidence.
The review has led to concerns among immigration professionals about fairness, as applicants relied on the documentation guidance provided by IRCC when submitting their applications.
Some legal experts have highlighted that applicants should be able to rely on official government instructions when preparing their applications. However, IRCC has not provided further details on whether this matter could lead to legal proceedings.
Bill C-3 Citizenship Eligibility Remains Unchanged
Despite the review, IRCC confirmed that the citizenship eligibility rules introduced through Bill C-3 remain unchanged.
Applicants who qualify for Canadian citizenship through descent can continue to apply if they meet the requirements established under the legislation.
The recent review focused on whether applications included sufficient supporting evidence. It did not change who is eligible for Canadian citizenship.
Strong Documentation May Become More Important for Future Applicants
The IRCC review highlights the importance of providing clear and complete documentation when applying for proof of Canadian citizenship.
Applicants applying through citizenship by descent may need to provide stronger evidence showing their connection to a Canadian parent, grandparent, or other eligible ancestor.

While this may create delays, the process is intended to ensure applications meet the required documentation standards before citizenship certificates are finalized.

The Bill C-3 review does not remove the right of eligible individuals to claim Canadian citizenship through descent.
However, the situation shows that documentation plays an important role in the citizenship application process. Applicants should ensure their evidence clearly establishes their family connection to Canada and addresses any potential gaps before submitting their applications.
